Bill Frank, one of four children and the son of Delegate Bill Frankand economics from Mount St. Mary’s University in 1982, graduating cum laude.  He continued his education by earning a master’s degree in management from The Johns Hopkins University in 1992.

Bill has fifteen years of experience in the financial services industry, serving as vice president of marketing for the Maryland Credit Union League, and later as an assistant vice president for the First National Bank of Maryland.  For the past nine years, he has served as a fundraising executive and consultant at various education and health care non-profits.    

Bill and Mary Jeanne Frank met while working a summer job at Phillips Harborplace in 1981.  Five years later, they were married at Immaculate Conception Church in Towson  where they are long-time members. As newlyweds, they bought their first home in Rodgers Forge, where they lived for thirteen years. They now live in Lutherville with their three children:  Kathleen, 20, Meredith, 18 and Michael, 14, and their black lab, Emma.  

Mary Jeanne Frank grew up in the Riderwood Hills neighborhood of Towson and graduated from Immaculate Conception School and Mercy High School.  She graduated from the highly-regarded School of Nursing at the Catholic University of America in 1982.  She serves as a registered nurse and nursing supervisor at Stella Maris in Timonium.

Bill has lived in the 42nd district since 1983.  First elected to the House of Delegates in 2002, Bill has made his mark as a thoughtful and hard-working legislator. Assigned to the House Appropriations Committee for his first two years in Annapolis, he learned the complexities of the state budgetary process.  He was then assigned to the important House Health and Government Operations Committee, which has jurisdiction over all health care legislation.  This assignment is especially important to the 42nd district, which is home to three major hospitals, several long-term care facilities and a large number of seniors.

In 2003, Governor Ehrlich appointed Bill to the Task Force on Transportation Issues.  This task force studied the transportation needs of the

entire state, and issued several recommendations to the General Assembly, many of which were adopted in the 2004 session.  As the only freshman legislator appointed to the Commission, Bill gained valuable insights into the transportation needs of the 42nd district and the greater Baltimore region.   

As Chief Deputy Whip for the Republican Caucus, Bill was the highest-ranking freshman Caucus member.  In his role in the Republican House leadership, Bill advocates for conservative values while helping to build a true two-party system in Maryland.
